The Captain is the one who must ensure safety and regulatory compliance for the flight, including crew rest and duty-time limits. When a late arrival occurs at a RON station, the Captain evaluates whether the crew’s mandated rest can still be met and whether the next departure time needs to be adjusted. To do this properly, the Captain coordinates with Crew Services to arrange any necessary rest accommodations or crew changes and to update the departure plan so it stays within fatigue-management rules. The Captain holds the authority to make the call on the schedule and to implement changes, with the rest of the crew supporting the decision. The First Officer supports operational needs but does not make these scheduling adjustments. ATC handles air traffic control and does not manage crew rest or departure planning.
